My drum brake Strada has Paioli forks, which have 500mm springs, (at least, that's the length of the old ones, which might have compressed a bit) and don't have any spacers. NLM only have 460mm springs, which I presume are for Marzocchi forks. If I fit 460mm springs and make up some 40mm spacers, will the fork action be the same as with 500mm and no spacers?

I would say the answer to that question is no, I'm not an expert, but I would've thought that the suspension would have slightly less travel but more 'pre-load'.
I think this may have been discussed on the board before, so perhaps do a search.

On the Rotarini (Rotax 250 MX in a Morini frame) I found standard Marzocchi springs and spacers too 'heavy' as it was much lighter than a 350 Morini. No progressive fork springs avaialable then (1988) so I took out the spacers and replaced them with a pair of old Morini valve springs in each leg (having put new ones and WeeVee whizzo light alloy capsin the 375 motor).

If you go to someone like Hagon, they can supply springs tailored to the weight of bike+rider.
You then need to set the 'static sag' and determine the length of spacer;

Thanks for the replies: I'll give Hagon a call and see what they recommend. I'm currently using Hagon progressive springs, but they feel far too sensitive at the early stages of braking (even though I am careful not to grab the brake, Paul
)
