Valve timing

Hello,
I am having troubles checking the valve timing of my bike, I don't really understand what the manual says, that's why I would like to ask you.
I would like to know if the red dot on the camshaft pulley is well placed, the dot is (up) in front of the crankcase mark, the exhaust valve just closed and the inlet valve is about to open.
If I understand the manual, with this position of the camshaft I can turn the crankshaft to put the PMS1 mark of the flywheel in front of the crankcase mark. Then I have to turn the flywheel of 24° clockwise and fit the belt.
Am I right or wrong ? If wrong can anyone explain me where I am not right ?
