the fairing on my dart is damaged in exactly the same places , and and not easy to repair , as the plastic has become amazingly brittle.
i bought one of those aliexpress plasic repair kits , where you can melt stainless wire into the plastic.
that makes repairs a bit easier.

i've got a dart engine in a 1976 350 drum braked sport , it fits perfectly , i did not modify the frame. the original ducati ignition even fits. just one of the front brackets between the engine and the frame needs modifying to clear the starter motor. nice to have a reliable electric start by the way

Sounds like the forks topping out because of too much spring preload , For ride height you should have the front end sag about a quarter of the suspension travel with you sitting on the bike. if the preload is OK, get thinner oil , and add until the front end dive when braking is acceptable. as mentioned before . probable culprits are carbs and ignition.
set the ignition with the strobe on full advance.
If that fails , i have seen quite a few leaking exhaust valves , so a compression check should rule that out

anyway there are not that many sporty 350 v-twins on the market ,
so i like that , never mind the name plate.
Not sure it will be a big succes , selling a premium 350 cc twin was never easy.

the 34 is the venturi diameter , 34 would be too big for a morini , but they are available in other , smaller diameters. the stock guzzi has a 30 mm phf dellorto , but it is too small for the 650 engine. the bigger dellorto's were expensive , so gave the mikuni's a try. i was thinking of using the Z...

you might look for guzzi le mans /lario/imola2 clipons , they are just a bit higher, getting the handlebars above the top clamp without ruining the looks.

they are clipped into the tank ( push fit) ,like the side cover badges. but usually the springs from the clips are rusted. i 'm not a aware of a subtle way to remove them , just brute force , or carefully cut them off. i just fill the holes in the tank , and use silicone kit to fit them after painting
