Found the dowels and it's not one them, they are about O.D. 12mm I.D. 8mm.

I'm changing the clutch seals on a 501 Excalibur due to finding the clutch bathing in i/2 a pint of oil. I'll have to give this some thought, the air box is heavy, complex and appears to be designed to stop air reaching the carbs in sufficient quantities. Thanks for the replies, both the air filter and exhaust are stock at the moment but I don't think they will stay that way for long.

Thanks for the reply John. Thanks for the info, the starter tip is on my to do list. Still not sure which rear sprocket to use, 42 teeth looks reasonable, I'll probably try that.

Update. I gave up on the PHBL carbs it was costing me a fortune in jets, in the end I fitted a pair of VHB carbs from a Ducati and they worked well with sport jetting and the bike ran well over the summer.
