Rear wheel

I had to remove the rear wheel on my 1983 K1 as I had a flat tyre. Whilst apart I found the bearings inside the sprocket carrier were rough so I changed these for sealed stainless ones. I then turned to the rear alloy wheel hub. On the disc side there is a circlip. Below this appears to be a sealed bearing. Should there be any kind of weather proof seal? On the other face, which meets the sprocket carrier is a flat or slightly tapered washer which serves to retain grease. I do not think there is one on the outer face under the circlip. Is this correct?
