What about a 19” rear wheel, and a new rear hub allowing a smaller sprocket, the bigger diameter wheels are supposed to give better traction on the salt.

Don't do it.
They tend to tip the bike upside down onto the clocks and wipe them out as well as the seat etc. Footpegs and a handlebar are cheaper to fix
Best bet is a second grab handle on the RHS to match the one on the left.

On some jap bikes there are female threads in flywheels etc that match the thread on the rear axle, and a big heavy spacer as part of the rear wheel assembly which can thus be used as a slide hammer. It’s quite an elegant solution.

The standard suggestion has always been to sweet talk your local bearing supplier, take home several belts, try them and use the one that fits best and then return the others. It's a lot less hassle than changing pulleys. Whether the belt production process still has the same variability as 40 years...

If you have a spare primary drive you can drop that back on and lock the pair up using a penny(copyright MCM) or a cloth between the pair.
